The VVRMC Emergency Operating Center (EOC) began operations on July 15, 2020. The goal is to support the organization's Emergency management Operations as the number of COVID-19 positive incidents has increased at VVRMC.

The EOC is responsible for reporting patient and organizational data through six different reports to the Southwest Texas Advisory Council (STRAC) which is designated by the Department of State Health Services (DSHS) to develop, implement and maintain regional trauma and emergency healthcare systems.

The EOC is operational 7 days a week to support hospital leadership staff with getting what they need to fight COVID-19. The members of the EOC include Kiki Luna, Staff Education Coordinator, Melinda Martinez, RN, Cardiac Rehab, Angela Prather, EMS and Emergency Management Director, Elaine Trevino, Business Development Director, and Sonia Trevino-Hernandez, Assistant Emergency Management.
