Chief Executive Officer

Xochy Hurtado, MHA, is the Chief Executive Officer at Val Verde Regional Medical Center. She has over 12 years of progressive leadership/management experience in the healthcare industry. Hurtado brings her knowledge and experience from Methodist Hospital and Methodist Children's Hospital in San Antonio, Texas, where she spent two years as the Vice-president of Operations. Prior to her employment at Methodist, she was the Chief Operations Officer for six years at Mainland Medical Center, a 225-bed hospital in Texas City, Texas, and for two and a half years as the Associate Administrator for the 475-bed Clear Lake Regional Medical Center in Webster, Texas.

Hurtado earned her Bachelor of Science in Biomedical Science from Texas A&M University in College Station, Texas, and her Master of Science with a specialization in Healthcare Administration from Trinity University in San Antonio, Texas.

Hurtado is a fellow in the American College of Healthcare Executives.

Chief Financial Officer

San Juana Garza is the Chief Financial Officer at Val Verde Regional Medical Center. Garza has an extensive financial background which includes executive leadership and revenue cycle management within healthcare organizations in California, Florida, New Mexico and Texas. Garza developed and implemented recovery action plans that increased earnings for several of the institutions she served.

Garza's ability to collaborate with all members of the organization to achieve business and financial objectives prove to be a valuable asset to the hospital. She is committed to upholding the highest standards of financial management in our organization by making sure our facility is sustainable and fiscally sound. Her experience combined with a wealth of knowledge is a benefit to our organization.

Rhonda Halstead, M.S.M.

Vice President of Operations/COO, Ethics & Compliance Officer

Rhonda Halstead is the Vice President of Operations/COO. Halstead brings more than 20 years of healthcare administration and clinical experience to this role. Most recently, she served for six years as Administrative Director of Ancillary Services and for two years as Vice President and Assistant Administrator with Rideout Health, a nonprofit, community-based system comprising two acute-care hospitals in northern California, Rideout Memorial Hospital (173 beds) and Fremont Medical Center (60 beds). Her previous experience includes serving as Director of Respiratory Therapy at an HCA hospital in the Florida Panhandle. Halstead received her Bachelor of Science from the Florida State University at Tallahassee, Florida, and a Master's in Management-Healthcare Administration from Troy University in Troy, Alabama.

Halstead is a member of American College of Healthcare Executives (ACHE).

Carlos Torres

Carlos Torres

Vice President of Human Resources

Carlos Torres has worked in the human resources arena for more than 25 years in various capacities, including recruitment, employee relations, diversity, compensation and benefits design, strategic management, and employee development. He began his human resources career at Santa Rosa Health Care as a Nurse Recruiter and, during his 17-year career there, ascended to Vice- president of Human Resources. For the past seven years he worked for Broadway Bank as the Human Resources Director. He was in charge of the strategic direction for Broadway Bank's workforce, including talent acquisition, organizational development, succession planning, wellness, and workplace culture and diversity.

A San Antonio native, Torres graduated from Central Catholic High School. He has a Bachelor's degree from St. Edward's University in Austin. He was very active in the San Antonio community, serving as the 2014/2015 Chairman of the American Diabetes Association Leadership Board, as the co-chairman for the 2014 KLRN Wine Festival and as the 2013/2014 Chairman of the My Heart My Life committee for the American Heart Association. In April of 2015 he was inducted as a member of the Rey Feo Consejo Educational Foundation. Among his recognitions, Torres received the 40 Under 40 Award, the Multicultural Leadership Award from the National Diversity Council, and the Irving A. Ratner M.D. Memorial Award from The Patient Institute in 2015.

Torres is an avid runner who completed six, half marathons in 2013. He continues to lace up for various running events throughout Texas.
