Linda Walker, Chief Executive Officer
Val Verde Regional Medical Center is pleased to announce new leadership. Linda Walker, MBA, RHIA is VVRMC’s Chief Executive Officer. She joins VVRMC with twenty years of healthcare operations and leadership experience.
Ms. Walker’s extensive leadership experience covers acute care hospital operations, both clinical and non-clinical, as well as specialty and rural health care clinical operations. She held the positions of Physician Services Officer at Uvalde Memorial Hospital, and CEO of Uvalde Medical and Surgical Associates, both in Uvalde, Texas. Her operational and financial knowledge of both inpatient and outpatient sides of healthcare make her uniquely qualified for rural hospital leadership.
“My passion for providing quality patient care for the members of our rural community is unmatched. Our staff members are committed to our goals, and our physicians and other healthcare providers are some of the best you can find. We must be patient centric at all times. I have collaborated and led in all aspects of hospital strategic planning and business line development, and look forward to bringing my knowledge and experiences to VVRMC,” stated Walker. Additionally, as a long-time resident of South Texas, Walker has a deep understanding of the culture of the community and the many positive attributes Del Rio has to offer. She, her husband Lynn, and their four children have experienced many events in the community and especially enjoy fishing and boating at Amistad Lake.
With her past experience and dedication to rural healthcare, Ms. Walker has the background and ability to move VVRMC forward towards it Mission, Vision and Legacy, while strengthening the foundation already in place. “Healthcare is an ever-changing environment,” she said, “and we must have an outward mindset to meet the many challenges coming our way. Being flexible and proactive are must-haves for success in what we do. I am very excited to be part of VVRMC.”
Angela Moriarty, Chief Operating Officer
Val Verde Regional Medical Center is pleased to introduce Angela S. Moriarty as its new Chief Operating Officer (COO).
As COO, Moriarty will lead efforts to integrate operations across the system to deliver value to the community. She will serve alongside the executive leadership team as a partner and advocate, fostering a culture of transparency and accountability, to achieve operating, financial and service excellence outcomes, thereby strengthening VVRMC as the regional provider of choice.
Moriarty has more than 24 years of healthcare leadership experience with complex health systems in Arkansas, and the Department of Defense. She has a diverse background in healthcare with leadership experience in finance, facility planning, physician practice performance, and process improvement. She is passionate about servant leadership with a focus on physician and employee engagement that supports high performance, creates unity, and fosters a collective purpose to fulfill our vision and mission.
Moriarty’s most recently held the position of Regulatory Compliance Officer for CHI St. Vincent in Arkansas, a comprehensive health system with over 900 licensed beds and more than 6,000 employees. Prior to that she served 23 years in the United States Air Force as a Medical Service Corps Officer where she was privileged to serve in locations around the world.
Moriarty earned a master’s degree in Operations Management from the University of Arkansas and a bachelor’s degree in Healthcare Administration from Methodist University in Fayetteville, NC. She also holds a master’s certificate in Healthcare Corporate Compliance from The George Washington University in Washington, DC. She is a member of the American College of Healthcare Executives, Medical Group Management Association and the Healthcare Compliance Association.
She is married to Captain Paul J. Moriarty, an instructor pilot assigned to Laughlin Air Force Base. They have three children.
Jessica Nuutinen, Chief Nursing Officer
Val Verde Regional Medical Center welcomes Jessica Nuutinen, MSN, MBA, BSN as their Chief Nursing Officer. Ms. Nuutinen has extensive nursing and management experience. She is knowledgeable in the state and federal guidelines, regulations and standards which need to be followed by healthcare organizations. She has managed and directed patient care delivery, nursing, pharmacy, nutrition services, behavioral health and Emergency Management Services at Health Partners in Wisconsin and Minnesota as well as the Mayo Clinic Health System.
Ms. Nuutinen’s objective is to utilize her experience in management to help facilitate growth at VVRMC. Her experience in strategic planning, objective development and implementation, improving quality and process improvement will be useful in her role as CNO. Her interpersonal skills will also provide support for developing collaborative relationships and resolving conflict effectively.
Both VVRMC and the community stand to benefit from her education and experience in her role as the new CNO.
Carlos Torres, Chief Human Resources Officer

Carlos Torres has worked in the human resources arena for more than 25 years in various capacities, including recruitment, employee relations, diversity, compensation and benefits design, strategic management, and employee development. He began his human resources career at Santa Rosa Health Care as a Nurse Recruiter and, during his 17-year career there, ascended to Vice president of Human Resources. He took a break from health care and worked for seven years Broadway Bank as the Human Resources Director and was promoted to Executive Vice President of Human Resources during his tenure. He was in charge of the strategic direction for Broadway Bank's workforce, including talent acquisition, organizational development, succession planning, wellness, and workplace culture and diversity. Carlos joined Val Verde Regional Medical Center in February of 2016.
A San Antonio native, Torres graduated from Central Catholic High School. He has a Bachelor's degree from St. Edward's University in Austin. He was very active in the San Antonio community, serving as the 2014/2015 Chairman of the American Diabetes Association Leadership Board, as the co-chairman for the 2014 KLRN Wine Festival and as the 2013/2014 Chairman of the My Heart My Life committee for the American Heart Association. In April of 2015 he was inducted as a member of the Rey Feo Consejo Educational Foundation. Among his recognitions, Torres received the 40 Under 40 Award, the Multicultural Leadership Award from the National Diversity Council, and the Irving A. Ratner M.D. Memorial Award from The Patient Institute in 2015.
Torres is an avid runner who completed six, half marathons in 2013. He continues to lace up for various running events throughout Texas.
Dr. Ira Floyd, MD - Chief of Staff
Dr. Floyd was Vice Chief of Staff from 2017 to 2019. He currently serves as Chief of Staff having earned the title in January 2019.
As Chief of Staff, Dr. Floyd is an Honorary Member of the Hospital Corporation Board of Directors.
Dr. Floyd has 2 grown children. One of his children is in the medical field.

Claudia Falcon, Chief Financial Officer
Claudia Falcon has been the Assistant Chief Financial Officer (CFO) at Val Verde Regional Medical Center for over a year. She has now been promoted to CFO.
Ms. Falcon was born and raised in Uvalde. She has an extended family there. Her family is very important to her and she enjoys spending time with them. “My family is the reason I was able to go to school and pursue a career. Without their support, I couldn’t have accomplished what I have.”
She has accomplished a lot. Ms. Falcon graduated from Uvalde High School, earned her associate’s degree at Southwest Texas Junior College and then went on to Our Lady of the Lake University of San Antonio where she earned her Bachelor’s in Business Management with a minor in Organizational Leadership and a Master’s in Finance and Accounting. She has also served as Secretary on the board of the Healthcare Finance Management Association. She has 20+ years of experience in a healthcare setting.
“I’ve had experience in nearly all aspects of the revenue cycle and hospital operations” she says. She started as a receptionist and worked her way up – all while going to school and raising a family. In 2017, she accepted the position of Controller and in April of 2019 was offered an opportunity at VVRMC as Assistant CFO.
Ms. Falcon and her husband Roy, are very active in the Catholic Church. They are active parishioners at St. Mary Magdalene in Brackettville. Between her and her husband they have 4 grown boys, a daughter in law and 2 granddaughters. When she isn’t working, she is spending time with her family, involved in church activities and attending church retreats. She enjoys visiting cathedrals with her husband and went on a pilgrimage to Mexico City a few years ago.
She understands the functioning of communities in our area and loves Del Rio. “It feels like home,” she says.

Keith Willey, Chief Information Officer
